Index gseaborg: Batch wall clock limits increased to 8 hours

On Tuesday November 14th, the wall clock limits for premium, regular and low 
batch classes on gseaborg were increased from 6 hours to 8 hours. 

Note that requesting wall clock limits less than the maximum allows your job to 
be a candidate for backfilling by the scheduler.
