new SSH at NERSC

Dear NERSC User,

NERSC is implementing a new, specialized SSH daemon on all systems.
This modified version of SSH allows NERSC to record and analyze
the content of interactive SSH session for intrusion detection and 
security forensics.
It also provides better performance for certain kinds of SSH sessions.
